ROADMAP OUT OF LOCKDOWN: The Government has set out its phased roadmap to bring England out of national lockdown. Along with the rest of the country, Westminster will gradually begin to lift restrictions on its residents, businesses and visitors in four steps, starting with the lowest level of reopening from Monday 8 March.

The roadmap indicates the soonest possible date the Government aims to reopen various services and industries. There will be a minimum of five weeks between each stage of reopening to allow data to be gathered and evaluated, and to give residents and businesses sufficient time to prepare for the arrival of each new step.

** Step One – from 8 March

The first step will begin on Monday 8 March and will include:
* Education: Schools and colleges will open for all students including practical higher education courses. This will be supported by twice weekly testing in all secondary schools and colleges to reduce the risk of outbreaks. Pupils of secondary school age and older will be asked to wear face masks at all times when social distancing isn’t possible. Breakfast and after-school classes will reopen and school activities including sport can restart where necessary. Students on university courses requiring on-site assessments will also return.
* Social Contact: Recreation and exercise with one other person from a separate household will be permitted.
* Shielding: If you are currently shielding, please continue to shield until at least Wednesday 31 March.
* Care Homes: Every care home resident will be able to nominate a single named visitor who can come in for a regular visit. The visitor will have to take a symptom-free test every time they visit, wear PPE and keep physical contact to a minimum.

Further amendments to Step One will be undertaken from Monday 29 March, including:
* Social Contact: People will be able to meet outside in groups up to a maximum of 6 people (the Rule of 6) or with one other household, including in private gardens. Please remember to keep your distance from people you don’t live with.
* Sport and Leisure: Outdoor sports facilities such as tennis, basketball courts and swimming pools will reopen. Organised outdoor sports can also restart.
* Childcare: Children will be able to access any outdoor childcare and supervised activities. Parent and child groups can also take place outdoors with a limit of 15 people (children under five years of age do not count towards this limit).

** Step Two and Beyond
------------------------------------------------------------
No earlier than Monday 12 April, Step Two of the roadmap will come into effect. This includes:
* Reopening non-essential retail, including hairdressers and personal care.
* Reopening indoor gyms and leisure centres.
* Reopening libraries, museums and community centres.
* Reopening outdoor attractions such as zoos and theme parks.
* Allowing outdoor hospitality – such as pubs and restaurants – to resume (with no curfew restrictions and no requirement for meals to be served with alcohol).
* Resuming all children’s activities with indoor parent and child groups (up to 15 parents).
* Holiday lets will also be allowed, but only where indoor facilities are not shared with others.

Following Step Two being safely delivered, Step Three will follow no earlier than Monday 17 May and will cover larger social gatherings outdoors, rules for social gatherings taking place indoors, and greater flexibility for hospitality venues.

Step Four will come into play no earlier than Monday 21 June and is expected to see and end to all limits on social gatherings and the reintroduction of major live events.
