MAKING OUR STREETS CLEANER AND SAFER: More than 2,100 fines have been issued for illegally dumped waste since April, as part of our work to crack down on antisocial behaviour in Westminster. Evidence captured on council CCTV is now routinely used by the police to support prosecutions and issue penalty notices, and the data shows that these targeted interventions are making a real impact.

BRUNEL HAPPY HUB IS NOW OPEN! The Brunel Happy Hub – a vibrant new community space at the heart of the Brunel Estate in Westbourne Park – is now officially open to the public. The hub will be operated by Happy Lizzy Event Planning, in partnership with the council, and will offer a diverse programme of activities and services designed to support wellbeing, skills development and social connection.

This includes a community café, advice and support from Westminster services and Citizens Advice, access to local health checks, employment opportunities for young people, and a range of free or low‑cost adult activities such as gardening, cooking, sewing, arts and crafts, exercise sessions, games and social clubs.

More than 2,000 social homes have benefitted from energy‑saving retrofits over the past few years, helping to make them warmer, greener and cheaper to heat. Improvements like internal wall insulation, solar panels and secondary glazing have helped to reduce energy bills while creating better air quality indoors. NEW CITY PLAN ADOPTED: We formally adopted our new City Plan at the Full Council meeting on Wednesday. Now part of our statutory development plan, the updated plan sets out the new Retrofit First policy, requiring developers to fully explore all reasonable options for retrofitting and extending existing buildings before seeking permission for demolition and redevelopment. The plan also sets tougher affordable housing requirements and identifies four strategic sites with significant potential for mixed-use development including a long-term plan for a new, state-of-the-art St Mary’s Hospital.

UPDATE ON CYBER SECURITY INCIDENT: Most council services are now operating as normal following the cyber security incident identified on Monday 24 November. Thank you for your continued patience while the remaining systems are safely brought back online.
* Waste – you can now report a missed collection, book bulky waste, and order recycling bags online
* Report It – You can continue to report street issues such as noise, abandoned vehicles and pollution. Most issues can be reported online, with others reported by phone or email. Full access to the Report It tool is expected in February.
* Planning – Planning applications can still be submitted through the Planning Portal. Please bear with us as we continue to experience some delays in processing applications
* Council rent payments – Direct Debits will not be taken in January and residents do not need to cancel them. We will be writing to residents on the payment options available, and any outstanding amount will be spread evenly to make it easier for residents to manage.

GIVE YOUR VIEWS ON 2026/27 BUDGET PROPOSALS: We are preparing our annual Budget which will be considered by councillors at the beginning of March. It sets spending priorities for each council department and also decisions on council tax.

As part of that work, we’re holding three scrutiny meetings on 26, 28 and 29 January which allow councillors to examine potential spending and savings plans being put forward, and to get further feedback. These meetings are open to the public and you can also watch online.

CYCLING ON BAYSWATER ROAD: We want your views on proposals to make Bayswater Road a greener, safer, and more cyclist friendly environment. This consultation is part of the Cycle Movement Strategy, which aims to formalise a number of temporary cycle lanes to encourage more active travel, improve facilities for existing cyclists and enhance safety in Westminster.

FINAL CHANCE TO HAVE YOUR SAY ON TACKLING ANTI-SOCIAL BEHAVIOUR: We’re consulting on expanding our Public Space Protection Order (PSPO) to cover other areas in Westminster. Our current PSPO covers the south of the city and targets behaviours including littering, abuse and visible drug use. Breaking a PSPO is a criminal offence and can lead to fines of up to £1,000.

* Flu: Pregnant women can usually get their flu vaccination through their GP surgery, midwife, or a local pharmacy offering NHS flu vaccinations.
* COVID-19: If you are eligible for a COVID vaccination this season, you can book via the NHS website or call 119 for free (translation support is available).
